–    Ninth Parliament to end TuesdayHead of the Presidential Secretariat, Dr Roger Luncheon, says that the life of the ninth Parliament ends on September 27, which is precisely five years after the day it met in 2006.He said that the next sitting of the National Assembly of the ninth Parliament is scheduled for tomorrow.Luncheon said when Parliament meets before its closure; the Telecommunication Bill and the Public Utilities Commission (PUC) Bill are expected to be enacted.He explained that the reports of the Parliamentary special select committee on the important bills to transform the telecommunications sector, which includes the Telecommunication Bill and the PUC Bill are listed, and are expected to be favourably considered by the full house leading to their enactment after the third reading. In addition, the Financial Bill that dealt with supplementary provisions and the replenishment of the contingency fund laid by the Minister of Finance will be inspected.Noting that the withdrawal by the opposition from sittings and proceedings combined with their subsequent refusal to attend Parliament when summoned is without precedent. Luncheon said these actions have made the end of the ninth Parliament “unique” in the history of Guyana,Cheap Air Max Womens, the Commonwealth Caribbean and probably the entire Commonwealth.However, the Head of the presidential secretariat said the tenth Parliament constitutionally would be meeting and elected by December 28, 2011.Government tabled the Telecommunications Bills in Parliament to create legislation that will effectively make it impossible for any company to monopolise the sector.The Bill is expected to provide for an “open, liberalized and competitive communications sector … “and it specifically addresses the expansion of telecommunications networks and services into unserved and underserved areas through the institution of a new universal access/universal services programme.The Bill also calls for a number of changes in the policies and operations of the Public Utilities Commission (PUC) and as a result an Amendment to the PUC Act was also tabled. The legislation creates a level playing field in the sector by crafting a new set of telecommunications regulations based on those found in other countries, including other Caribbean territories
